"Provided, that said corporation shall not lay its pipes
or conduits or erect its poles, or string its wires along the
public roads of Frederick county without first obtaining
the consent of the County Commissioners of Frederick
county, nor shall said corporation establish a plant for
the manufacture of gas or electricity in any of the in-
corporated towns of Frederick county, outside of Fred-
erick city, without first obtaining the consent of the cor-
porate authorities of said town, or if the town be not in-
corporated, without first obtaining the consent of the said
County Commissioners of Frederick county. "

AMENDMENT PROPOSED TO THE AMENDMENT.

After the words "Frederick County, " in line 7 of amend-
ment, add the words "And provided, further, that said cor-
poration shall not lay its pipes or conduits or erect its
poles or string its wires along, under or over the streets,
lanes and alleys of Frederick city without first obtaining
the consent of the Mayor and Board of Aldermen of
Frederick city. "

In line 10 of said amendment, strike out the words
"outside of Frederick city. "

In line 47 of section 1 of said bill, after the word
"county, " insert "except Frederick city. "
