Senate bill entitled "An Act to prevent persons from
using the sidewalks, pavements or alleys of the 1st and
3rd precincts of the 5th Election District for bicycle rid-
ing, and to require persons riding bicycles in said pre-
cincts between a-half hour after sunset and a-half hour
before sunrise to have upon their bicycles a bell and
lighted lantern, "
