further that before using the public or county roads the
assent of such use by the Board of County Commissioners
must be first had and obtained; and provided, further,
that before using any of the lanes, alleys or streets of
any incorporated town or municipality, the assent of the
authorities of said town or municipality must be first had
and obtained. "
