Mr. Wolfe, of the 'Engrossing Committee, submitted a
report on
House bill entitled "An Act to submit to the legal
qualified voters of the 12th Election District of Carroll
county, the question whether license shall be issued to
sell spirituous or fermented liquors or lager beer in said
district. "
As follows:
REPORT OF ENGROSSING COMMITTEE.
The Engrossing Committee herewith report that they
have examined the bill (Bill No. 889, Local bill, ) and find
there was no manuscript copy, said bill having been
copied on. engrossing paper from the Acts of 1888, chap-
ter 402, providing for the resubmission of the liquor
question for Howard county. The said bill did not come
to the engrossing room until after having passed its
second reading and ordered engrossed for a third read-
ing, and before being examined by the Engrossing Com-
mittee, the author of the bill, from our information,
thinking the words "and said Act shall apply there-
in as heretofore, " being superfluous, erased these words
only. The Chief Engrossing Clerk told the author
of the bill he could not allow the erasure of any words
without the consent of the Engrossing Committee, the
two members of said committee who examined the bill
were told that words had been erased, and they also
thinking the erasure of those words did not affect in any
manner the meaning of the bill examined, and signed it,
and the Engrossing Committee 'unanimously exonerate
every one ' from any intentional wrong, and said com-
mittee have re-inserted the words which were erased,
and the bill as it now stands is in its original form.
