tions to Article 27, of the Code of Public General Laws,
title 'Crimes and Punishment, ' under the new sub-title
'Protection of Employees, ' to come in after section 169, '
and to be known as '169 X and 169 Y, ' to forbid employ-
ers from restraining and preventing employees from
joining labor organizations, and providing a penalty for
violation thereof. "
