substituting the following:

"Sec. 17. And be it further enacted, That said body
corporate is hereby made subject to the provisions of
each of chapters 109 and 278 of the Acts of the General
Assembly of Maryland, passed at the January session of
1892, and to all amendments and supplements thereto. ''

"Sec. 18. And be it further enacted, That this Act
shall take effect from the date of its passage.
