Mr. Latrobe submitted the following
PROPOSED AMENDMENT:

In section 740, line 8, strike out "3" and substitute "2, "
and in line 16, add after the word "officers" "and the
Mayor of Baltimore, by and with the advice and consent
of a Joint Committee of the two branches of the City
Council, shall appoint one person, who shall have been a
resident of the city of Baltimore for three consecutive
years next preceding the day of his appointment, said
commissioner so appointed to be subject to removal by
the Mayor for official misconduct or incompetency in the
manner provided by law in the case of the other muni-
cipal officers. "

Also,

In line 13, after the word "Commissioner, " add the
words "so appointed by the Governor. "
