five tons gross, shall pay eight dollars for said license, which
shall be good for one season only, and shall only autho-
rize the catching of oysters between the first day of
November and the fifteenth day of March, next succeed-
ing. In addition to the tonnage fee hereinbefore provided
said clerk at the time of issuing said license shall inquire
under oath, of the applicant, how many men he intends to
carry on such boat in any capacity and shall receive from
said applicant the sum of fifty cents per month for three
months for such person so to be carried on said boat
and shall endorse the same on such. license, and said licensee
may in his discretion collect the same from the persons
so to be carried on said boat, and until such license is ob-
tained it shall be unlawful to use or employ any vessel
in taking and catching oysters as hereinbefore de-
scribed; provided, that the waters of Talbot county,
lying between Black Walnut Point and a line drawn
from the southwest corner of second Kent Point to Wade's
Point, except the waters between Poplar Island and the
mainland lying within a straight line drawn from Paw
Paw Point on Tilghman's Island to the southwesternmost
point of Poplar Island, and by a straight line drawn from
Low's Point on the mainland to the end of North Point
on Poplar Island, which are reserved for the taking or
catching of oysters with tongs worked exclusively by
hand shall be open to the citizens of Talbot county
licensed under this section, but it shall be unlawful to
take or catch oysters with scrapes, scoops or dredge in
any other waters of Talbot county.

Provided further, that the said clerks of said counties
as aforesaid, upon application of any owner, a resident
for one year in either of said counties, and to no other
person, of a boat of the size of ten and fifty-two one hun-
dredth tons gross or under, which was licensed to take
oysters as aforesaid with scoop, scrape or dredge in said
' waters for the dredging season ending March 15th, 1900,
be and they are hereby authorized and directed upon a
certificate of the admeasurer hereinafter referred to and
provided for, and upon full compliance with the provis-
ions for the issuing of license hereinafter referred to, to
issue to such owner a license for the use of said boat in
taking oysters in the waters aforesaid in the manner afore-
said, but no license shall issue to any boat so licensed
