By the SENATE, December 12, 1800.

        GENTLEMEN, 
    WE have receded from our amendment to the bill, entitled, An act for the relief of sundry insolvent debtors,
and have agreed to adopt that proposed by you.
                                                            By order,                                                    W. S.  GREEN, clk.
    On motion, ORDERED, That the bill to enable the mayor and city council of Baltimore to introduce water
into the said city, have a second reading on Tuesday next, and that the parties interested be heard by counsel at
the bar of this house, if requested by them.
    The supplement to an act, entitled, An act to authorise and empower the levy court of Montgomery county
to assess and levy a sum of money on the assessable property thereof for the purpose of building a new gaol in said
county, was read the second time and will pass.
    The bill concerning the real estate of Elizabeth Watts, late of Saint-Mary's county, was read the second time
by especial order and will pass.
    The bill for the relief of John Charles Francois Chirac, was read the second time and will pass with the proposed
amendment.
    Amendment proposed.  At the end of the bill add, " Provided always, and be it enacted, That the said John
Charles Francois Chirac shall and he is hereby directed to sell and convey the aforesaid lot of ground and premises
to some one citizen or citizens of the United States within the term of ten years from this date, otherwise
this act to be null and void."
    The clerk of the house of delegates delivers a bill, entitled, An act to incorporate a company for building
bridges over the Great Falls of Gunpowder, in Baltimore county, and Winter's run, in Harford county, where
the post-road leading from Baltimore to Philadelphia intersects the same, endorsed; " By the house of delegates,
" November 21, 1800:  Read the first time and ordered to lie on the table.
                                                            " By order,                                                    W.  HARWOOD, clk.
" By the house of delegates, December 12, 1800:  Read the first time and ordered to lie on the table.
                                                            " By order,                                                    W.  HARWOOD, clk."
And a bill, entitled, An act respecting idiots, lunatics and persons non compos mentis, endorsed; " By the 
" house of delegates, December 12, 1800:  Read the first time and ordered to lie on the table.
                                                            " By order,                                                    W.  HARWOOD, clk.
" By the house of delegates, December 12, 1800:  Read the second time by especial order and will pass.
                                                            " By order,                                                    W.  HARWOOD, clk."
Which were severally read the first time and ordered to lie on the table.
    The bill for the relief of William McMahan, and others, securities of Robert Sinclair, late sheriff of Allegany
county, was read the second time and will pass with the proposed amendments.
    Amendments proposed.  Strike out the word "due" in the second line of the second page to the word
"and" in the ninth line of the same page, and insert, " on or before the first day of January, one thousand
eight hundred and two."  Strike out the words " any of the said instalments" in the two last lines of the bill.
    James Hollyday, Esquire, has leave of absence.
The house adjourns till to-morrow morning 10 o'clock.

S    A    T    U    R    D    A    Y,    December 13, 1800.

    THE senate met.  Present the same members as on yesterday, except James Hollyday, Esquire, who had
leave of absence.  The proceedings of yesterday were read.
    The bill authorising James Bowdle, late collector of Talbot county, to complete his collections, the amendments
thereto, the supplement to an act, entitled, An act to authorise and empower the levy court of Montgomery
county to assess and levy a sum of money on the assessable property thereof for the purpose of building a
new gaol in said county, the bill concerning the real estate of Elizabeth Watts, late of Saint-Mary's county,
the bill for the relief of John Charles Francois Chirac, the amendment thereto, the bill for the relief of William
McMahan, and others, securities of Robert Sinclair, late sheriff of Allegany county, the amendments thereto,
the resolution in favour of Hannah West, and the message respecting the chancellor, were sent to the house
of delegates by the clerk.
    John Grahame, Esquire, has leave of absence.
    The bill to make valid a deed of conveyance from Moses Jacques, of New-Jersey, to Thomas Purnell, of
Walton, of Worcester county, was read the second time and will not pass.
    On motion, John Campbell, Esquire, delivers to the president a bill, entitled, An act relative to the jurisdiction
of the court of appeals; which was read the first time and ordered to lie on the table.
    The bill respecting idiots, lunatics and persons non compos mentis, was read the second time by especial order
and will pass with the proposed amendments.
    Amendments proposed.  Strike out the words " may be" in the fifteenth and sixteenth lines of the first page
and insert " he may judge."  After the word "trustees" in the first line of the second page insert " may or."
