The following message:
BY the SENATE, December 18, 1800.
GENTLEMEN,
WE have amended the bill, entitled, A further supplement
to the act, entitled, An act for the relief of sundry
insolvent debtors, under an impression that the part directing the payment
of the gees to the chancellor is
unconstitutional; perhaps our former message on the subject was not sufficiently
explicit. Our idea is, that the
salary of the chancellor ought to be certain and determinate, and not contingent.
If a resolve should be passed
by your house, increasing the chancellor's salary for the ensuing year,
it will meet with our approbation. We
calculate that the fees which will be paid into the treasury by insolvents
will yield about seven hundred and fifty
dollars.
