REPORT ON THE PROGRESS OF CONSTRUCTION
PROJECTS AT BOWIE STATE COLLEGE

September 6, 1968

I have received from Ed Mester, Executive Secretary of the Board
of Trustees of State Colleges, a detailed report on the progress of con-
struction projects at Bowie State College. A total of $578, 491 has been
spent or been committed for these projects and I want to commend the
Board and George Lewis of the Department of Public Improvements
for their outstanding efforts in getting this project moving.

Some of the major work that has been accomplished includes the
following:

(1) Repairs to the sewage treatment plant have been completed and
the plant is now working effectively.

(2) Sixteen mobile housing units have been brought to the campus
to accommodate 120 students who were formerly housed in
Tubman Hall.

(3) A contract has been let for renovation of Tubman Hall.

(4) Some 80% of the work on curbs, roads, and drainage has been
completed and the remainder will be completed in the near
future.

(5) The monies spent or committed also include $111, 000 for the
renovation and partial demolition of Banneker Hall.

I would like to add that $245, 000 of the money spent or committed
came from reversions from other State colleges which were diverted
to this most important project. As I said in April, we cannot in-
stantly overcome many years of neglect, but I believe this indicates
that this administration is determined to do everything possible
through orderly process to bring quality education and facilities to
every State institution of higher learning.

September 11, 1968

Governor Agnew today signed an Executive Order which authorizes
a group of industrial and business leaders to conduct a thorough
study of State government operations.
