protection of insurance against loss. "

State Insurance Commissioner Newton Steers has submitted to the
Legislative Council a proposed bill which provides recommendations
for implementation of the Federal statute.

The Federal program is temporary in nature and will require the
companies to participate in a voluntary program of protection until
State legislation is enacted.

"Private enterprise is the key to solving many of the problems of
the ghetto, " the Governor said. "It is my hope that the private sector
will meet this immediate challenge by participating in this program. "

(Budget Cuts)

Q. Governor, what programs or manpower are being cut in the field
of health and mental health?

A. Well, I haven't got the exact breakdown of the cuts other than
the general figures, but I do know this: that the cuts have been
acceded to. As a matter of fact, they received sanction and approval
as far as you could say that any cut would be approved by someone
interested in delivering the best possible services in a general area.
The cuts have been in the areas suggested by the department heads
themselves. A lot of them involve not filling positions which aren't
directly related to custodial care of patients and which the health
authorities feel can best be left unfilled until the crisis is relieved.

Q. There have been complaints from a number of counties that
this has forced them to cut back on programs that they have instituted
with State aid.

A. Well, I think that probably the counties to some extent may
have to make some selective cutbacks, but while I sympathize with
their problem, I would point out very quickly that no administration
in State history has ever provided more money for local govern-
