948 ADDRESSES AND STATE PAPERS

Department heads under the Program Executive's jurisdiction
should report directly to him. In certain cases, other Program Execu-
tives or the Governor himself may be involved in the activities of a
given agency. In such cases, a department head dealing with the Gov-
ernor or any other member of his staff should contact the Program
Executive first. In any case, action taken in such situations should
immediately be reported to the Program Executive in writing.

This procedure should also be followed in questions of salaries,
budget, special programs, etc. When Program Executives differ and
there seems to be no way of reconciling such differences, the Governor
should be consulted and his decision must be followed.

The appointment of employees who serve more than one member
of the Governor's staff should be discussed in a meeting of the Pro-
gram Executives. The scope of the employee's responsibilities should
be clearly established at such meetings.

The substance of proposed legislation regarding an agency within
the jurisdiction of a Program Executive should be reviewed by that
Executive before it is turned over for the legal or financial opinion
of others.

Travel allowances, orders for stationery or equipment, etc., should
be channeled through the person designated by the Governor in each
of the offices in Baltimore and in Annapolis.

STATEMENT ENDORSING NIXON'S CANDIDACY FOR
PRESIDENT, MIAMI BEACH, FLORIDA

August 5, 1968

I have long opposed the Favorite Son candidacy because it is a
device too often used to bind and gag free delegates against their
wishes. But during the turbulent spring of this year, when crises at
home and abroad indicated a rapidly changing political scene, I
consented to accept such a candidacy. I accepted it only because
Maryland's Republican Party, in unanimous action at our State Con-
vention, requested me to do so.

Our goal was not a serious bid for the Presidential nomination,
but a serious bid for time. Our purpose was to postpone commitment,
to preserve party unity until we evaluated the impact of a series of
