(Baltimore Police Commissioner)
Q. Governor, about a year ago, you and Mayor D'Alesandro agreed
that the Police Commissioner should be transferred from under the
Governor to under the Mayor of Baltimore. Have any steps been
taken to implement that?
A. No. I am perfectly willing to consider legislation in that regard
this year, but the latest utterances of the City Solicitor make me won-
der whether there hasn't been a change in opinion when he indicated
— in connection with the studies on the riot situation — that he
thought it was a State matter. I want to touch base with the Mayor
and see whether he would like us to go forward with the transfer of
the Police Authority ultimately to the City or whether he wouldn't.
But I am a little confused about the statements of Solicitor Russell that
it is a State matter, because I don't know whether that means he
thinks it should be or not. Apparently he did think it should be.

Q. Governor, you have asked the department heads in the State to
take up some employees the City can't use. Do you expect a great
response from this?
A. I am not sure — I have had no report about what type of re-
sponse we have had to that. I know there has been some response,
but how great it has been I am not certain.
Q. Why could not the City use those employees?
A. Well, I am not certain of the answer to that question. I guess
you'll have to ask the Mayor.

Q. Governor, do you have any rough indication you can give us as
to where this $11 or $12 million will be cut from?
A. Well, I think it is safe to assume that a great amount of it is
going to come from major agencies because where the bigger the
budget is the bigger the dollar amount that a particular percentile
cut would yield. But I'd rather wait until I have the figures, which
I promise to try to have at the next press conference, before I specify
exactly where these cuts will be. I do want to emphasize that these
are the cuts that the departments themselves — the agencies — say
they can live within and these are not any cuts imposed by the Ex-
ecutive Department.
