Governor: No, I don't have to see it. I just was curious. If you'd
care to rephrase the question, I'll try to answer it.

Q. The Democrat Central Committee stated to Mr. Mandel that they
were committed on the first vote for Hubert Humphrey. Does this
same condition exist in the Republican Party? In other words is
there going to be a unit vote — are you going there committed?

A. Oh, you mean the Maryland Republican delegation? Will it
vote as a unit? I would doubt it.

Q. In other words there's no unit rule that they have to?
A. No, there's no unit rule.

Q. Governor, what are your views on the recommendations made
by the Gambling Study Commission with regard to State operation
of race tracks?

A. I am still in the process of going over that report, and it's an
extremely important matter. I want to make certain that I have had
a chance to review it thoroughly and I am not going to indicate any-
thing about it this morning, but I certainly will in the near future
take a position on it.

Q. On the same subject, Governor, have you conferred with any of
the race track owners or members of the Racing Commission on this
matter?

A. No, I have not. I haven't conferred with anyone connected with
racing since I received the report or, as a matter of fact, not for quite
a period of time before I received it.

Q. Governor, do you see your role in Miami as a governor who will
try to rally support for the candidate of your choice or rather a gov-
ernor who would like to be with the winner — jump on the band-
wagon, so to speak — see how the tide is flowing?

A. Well, I think by the fact that I have told you that I don't expect
to let my name go into nomination — that would indicate that I am
not simply going to try to find out where the sure bandwagon is and
shift the vote at the last minute. I am going to take a position before
the balloting starts, and I'd say it's a 90 percent chance that I'm going
to do that. I want to leave myself some small escape valve if some-
