TELEGRAM TO CHIEF LAW ENFORCEMENT OFFICERS
FOLLOWING RACIAL SHOOTING INCIDENTS

Baltimore, Maryland

I am gravely concerned over the report in this morning's Sun of

the two separate incidents in which Negroes were shot by white per-
sons from passing cars in the early hours of Sunday morning.

Such acts of lawlessness and violence cannot and will not be toler-
ated in Maryland. I want both of you to exert every effort and use
every resource at your command to get to the bottom of these incidents
that threaten the safety and welfare of law-abiding citizens and to
fully prosecute those involved.

I would appreciate continuing reports on the progress of your in-
vestigation into this matter.

May I extend a warm and most enthusiastic welcome to each of
you. I understand you are winding up your year's stay in America
with a two week whirlwind tour and I'm glad Annapolis will be-
come a part of this year's experience.

While many foreign students come to America's colleges, I believe
that the American Field Service approach offering younger students
a chance to live with America's families as well as study provides a
broader and better experience. In this year you have had an oppor-
tunity to view our nation from the inside, as a member of an Ameri-
can family, and I'm certain many of the ideas you've had about
