892 ADDRESSES AND STATE PAPERS

taxpayer is taking a pretty rough going-over at the hands of all areas
of government to meet the needs of the people. And some of the
taxpayers don't like this. Now we are singling out certain people
for too much burden. This we tried to correct in the graduated in-
come tax last year. Unfortunately, because of some very poor revenue
estimating, we are still in trouble. Had the revenue estimating been
good, we wouldn't be in trouble.

Q. Governor Agnew, Comptroller Goldstein has repeatedly in-
timated that your ear belongs to Charlie Bresler — that he makes all
your revenue estimates. Is this true, sir?

A. The only thing I can say about that is that I only used one set
of data in the budget work and that was the data supplied by Mr.
Goldstein.

Q. Governor, do you continue your series of private meetings with
Negro leaders?

A. Oh yes. I had several meetings last week as a matter of fact.
Q. How do you feel about the situation now, Governor?

A. About my relationships with the Negro community? I think
they are very promising. I think that we've had some good exchanges
of opinion and other meetings are going forth. We are getting down
on a level of real work sessions at this point. As I told you before I
felt it necessary to regroup my way — or regrope my way through
establishing better personal relationships before getting down into
the specifics. I think we are doing this very well and I am very
pleased that the ones who have cooperated are so eager to reach a
common ground of solving the problems.

Q. Do you feel that Commissioner Pomerleau and the Baltimore
City Police Department have the situation well in hand here now?

A. As far as I know. The Commissioner hasn't indicated to me,
nor has Colonel Lally, any problems existing in Baltimore at the
moment.

Q. Governor, on these real work sessions — we talked about this
at a press conference earlier. Is there any legislation being planned
in the area?

A. We haven't gotten to that stage yet — no. When I say real work
sessions I mean the specifics of what are objectives that we can com-
monly endorse that are achieveable from a fiscal standpoint and also
an ideological standpoint.
