88 ADDRESSES AND STATE PAPERS

A. It made a very, very difficult problem for me in having to con-
sider the budget and many other matters of alignment decision as
regards the structure of the administration. I think that we certainly
should do something about having the Governor sworn in at an
earlier date. I do not approve of 30 days after the election. It seems
to me that we should follow the procedure of most other states, and
the Governor should take office very shortly after the first of the year.
That would give him 3 weeks or so, a little less than 3 weeks, before
the Legislature began its deliberations.

Q. Governor, on the Constitutional Convention, the bill moving
through the Legislature right now calls for a three-fifths majority of
the Convention instead of a simple majority to act on the Constitution.
Which do you prefer, personally?

A. I'm strongly in favor of the position adopted by the Eney Com-
mission, which is the simple majority. I fear that upon review of the
individual items at the close of the Constitutional Convention, when
it becomes necessary for the body to vote on the entire instrument,
people who have been against certain things that have narrowly lost
may well be tempted to utilize their minority strength to prohibit the
passage of the final instrument, as a negotiating point for some very
closely contested subsection that they may have a particular interest
in. I think the simple majority is what should be utilized in this
respect.

Q. Do you also oppose a three-fifths vote of the Convention for con-
tinuing it beyond the three-month deadline?

A. No, I think that's a reasonable situation to give them some impetus
to complete the thing on time.

Q. What are you going to do if you get the bill with the three-fifths
approval requirement? Veto it?

A. No, obviously I would not stop the Convention over this one
point, but I frankly feel they will be letting themselves in for a lot of
trouble if they go for the three-fifths. There is a lot of opinion on
the other side, and I can't deny that the arguments are legitimate
arguments in some respects. But my feeling is that the simple majority
does the job.

Q. Does the three-fifths rule in effect mean that the minority rules?
A. That's what I'm afraid it does. I'm afraid that it offers an in-
