A. I have been interviewing people for Mr. Montgomery's position
and I expect to employ somebody very shortly. It's my objective this
year — it's our aim — to present the substantial portion of the ad-
ministration's legislative program to the General Assembly on the first
day of the legislative session. This doesn't mean that there won't be
some things that develop later on that will be submitted after that
date. But the package that will be the administration's program will
be presented on the first day of the legislative session.

Q. Will there be any civil rights legislation?

A. It's entirely possible that there may be some civil rights legisla-
tion. I can't comment on what it would be at this moment, but there
is a possibility.

Q. Governor, are you aware of the report issued by the Citizens'

Board inquiring on hunger and malnutrition last month? A citizens'

board called inquiring into hunger and malnutrition and they said

that Somerset County needs help on an emergency basis for their

hunger problems, and that thirteen other Maryland counties have

serious hunger problems. Are you aware of this?

A. I am now aware of it.

Q. Do you feel that the problem is that serious?

A. I'd like to look into it. I have heard nothing of a direct nature

on it so I can't comment on it. I'll check into it, certainly.

Q. Could you say how extensive the commodity food programs — the
stamp programs — are in Maryland?

A. I know several counties have these programs. As far as I know
they are working adequately. I haven't heard any comment or com-
plaint about them. I just don't have any information about the ques-
tion you raise at the moment.

It is a great pleasure and a genuine honor to be here. As Governor
of Maryland, I bring the greetings and good wishes of the citizens of
our State to the students on our Munich campus. I also convey the
warmest regards of the citizens of Maryland to the citizens of Ger-
