harmoniously and quickly to prepare what's needed to salvage the
best parts of the Constitution which are of a noncontroversial nature.

Q. Along that same line, Governor, is there any particular part or
parts of the Constitution that you personally feel should be salvaged?

A. Yes, I have a strong personal feeling that the Declaration of
Rights of the new Constitution says much more effectively and suc-
cinctly what needs to be said in a Declaration of Rights and also that
the terminology has been modernized to fit modern situations. For
example, the electronic eavesdropping section and portions like that
I think are essential to be stated since we have had such tremendous
leaps forward in communications.

Q. Governor, do you think that some effort ought to be made to
give every county some kind of representation somewhere in the Leg-
islature?

A. Well, I don't have any very strong feelings about this. It seems
that reapportionment has made it virtually impossible. If every
county is to have representation in the Legislature, then you must
cope with the idea of the larger Legislature and I am not essentially
in favor of a large legislative body. I think that the Constitutional
trend toward a smaller body would have made it easier for the leader-
ship to quickly and accurately reflect the opinion in the Legislature,
but I do think that the present size is not unwieldy and is workable.
However, to give every county representation would of necessity mean
an increase in the size of the Legislature and I wouldn't favor that.

Q. Governor, do you think perhaps the question should be left to
the Legislature rather than to the Constitution?

A. The size of the Legislature? Not necessarily, because when you
leave questions that go to the very heart of the operation of a govern-
mental body to that body itself, in a way you are asking it to be ob-
jective in a situation that has a high degree of personal involvement
and it's difficult to be objective in that situation.

Q. Governor, returning to taxes for a minute. Mr. Delia said yester-
day that if a tax increase becomes necessary, and he believes there will
be one, he would prefer an alteration of the income tax structure to
an increase in the sales tax. Last year you too felt that the sales tax
was very regressive — 1967 is what I mean. How do you feel? If a tax
increase becomes necessary, would you favor working with the income
tax structure or a sales tax increase?
