necessarily make good men, for the best laws are merely a basis for
progress, not a substitute for the lack of it. Government, it must be
remembered, is the servant of the people, not the master. You, gentle-
men, have tangibly demonstrated that individual and private enter-
prise can in the spirit of good will respond to the crisis of the com-
munity. Government in a democracy can only be as good as the men
who elect it. Government is only a reflection of the conscience and will
of its citizens — and in Maryland, government can look to the Greater
Baltimore Committee for inspiration. Gentlemen, I salute you!
REMARKS, MEETING OF CANCER CRUSADE CHAIRMEN,
ANNAPOLIS

Dr. Lewison, Mr. Hudson, Ladies and Gentlemen:
Welcome to Government House and to this planning meeting
for Maryland's 1967 Crusade against Cancer.
I am advised by Crusade officials that many of the county chairmen
here are new to their positions this year. That gives us something in
common, and it would be my hope that you won't have as much
trouble reaching your $935, 000 goal as I seem to be having in trying
to raise $120 million for needed operations of the State and its local
governments next year. But we are all acting in the public interest,
and I feel confident that in the end this will be realized and we will
succeed.
Yours is one of the noble causes in the long history of man's efforts
to overcome the physical ills that beset him. These efforts have seen
miraculous achievements in recent years, and I know that you share
with me the feeling, indeed the conviction, that cancer research is on
the threshold of one of the greatest medical breakthroughs of all time.
Aside from the search for causes and cures, the American Cancer
Society has already scored a major achievement by making people
aware through its educational campaign that cancer can be checked
if discovered in time. One out of three cancer patients does recover, and
I am informed that the recovery rate could be as high as 50 percent
if people would just get to the doctor in time. An annual medical
checkup has become the most valuable insurance policy we can hold
