the spending, but for a long time we have recognized in this State
that every child is entitled to a substantial education and we have
safeguards to make sure that despite the lack of wealth of the local
community he has that education. We have done it with health and
we have done it with welfare and there is no reason with regard to
police protection that this shouldn't be done too. When people from
the counties or any other part of the State or outside the State go into
Baltimore City they have a right to be able to depend upon police
protection that's adequate. And I don't think there is anything wrong
with Baltimore City's police bureau or department that adequate
financing cannot correct.
Q. Governor, what steps are you taking in addition to your weekly
meeting with the legislative leadership to rally the rank and file of
the Legislature behind this program?
A. If I told you, they wouldn't be effective steps, so I can't. I'm tak-
ing every step that I can conceive of to rally support around what I
think is the most important legislation facing this session. Of its very
nature some of the work I'm doing would lose its value if it became
public.
Q. Governor, now that the Fentress appointment has been made,
when do you plan to open an office in the Washington suburbs? Do
you have any idea?
A. We're looking into it at this time. I have nothing definite to re-
port at this time.
Q. Governor, what's your reaction to all this bickering within the
Democratic Party in the House of Delegates over a policy planning
committee?
A. Well, from my conversations with the leadership in the House
I don't think the bickering is very serious at this point. I think that
there has always been some dispute among people of the same party
as to which faction is going to control one thing or another and I
think this is taking place to some extent now. But I think the House
leadership is firmly in control — and I'm speaking of the Democratic
leadership — firmly in control of the situation in the House at the
present time, from what I can see
