cation. You know I am getting ready within a very few days to ap-
point a task force on government-labor relations. I would expect that
this would be released possibly Monday or Tuesday of next week and
this area will be gone into in great definition. The area of collective
bargaining and strikes with respect to public employees — teachers,
sanitation workers, anyone you'd care to mention.

(Proposed State Constitution)

Q. Governor, how do you feel about the Maryland Constitution at
this time? Do you think it will be passed?

A. I'm getting a better reading than I did a couple of weeks ago. I
see people coming out of the woodwork and making their positions
well known. I'm getting a lot of phone calls. I had a visit from Mr.
Miles, who is the chairman of the citizens committee interested in
the Constitution. I see a lot more people willing to come out and
identify with the Constitution and I'd like to commend particularly
the Young Democrats of Baltimore County for taking a position
against that of the party hierarchy there because of their conviction
that it is a good instrument. I think we're doing a lot better with it,
but we've got a long way to go and we can't relax for a minute if we
want to get this instrument adopted.

Q. Do you plan to do any active campaigning?

A. Yes, I'm going to be as effective as I can in helping pass the Con-
stitution. I am committed to it — I have been from the beginning. I
have done everything I can think of to help so far and I expect to
get even more active and respond to the requests of the various citi-
zens' committees interested in passing it.

Q. Governor, you said your staff members were down at Bowie Col-
lege. Is the Governor's office acting as a mediator in this?

A. No, no, the Governor's office was asked to take a part, and Mr.
Bresler has gone down there. But I want to emphasize, because I think
your question is very important, that I don't believe the Governor's
office should be in each one of these disputes that arises with respect
to either colleges or other workers; otherwise, I would have my staff
running out to hear grievances aired among the 30, 000-odd State em-
ployees and they wouldn't get anything else done. I did it this time
because of Dr. Myers' basic newness and unfamiliarity with the situa-
tion, and I felt he did need some assistance.
