712 ADDRESSES AND STATE PAPERS

the coordinating Rockefeller headquarters which will shortly be
opened here in Annapolis. So I yield to your questions.

Questions and Answers
Q. Where is it going to open, Governor?

A. It will be in central Annapolis. I can't give you the exact location
at the moment. Obviously we have to make a political filing to comply
with the law before we can complete our negotiations, and you will
be informed of the exact location. I'm also certain that the media will
be invited to visit the headquarters when it becomes functional.

Q. Governor, was this your idea?

A. It was my idea to the extent that I took the active step to bring
it about, but the stimulus for it came from many other people
throughout the country, who have written to me and been in tele-
phone contact and pointed out that until Governor Rockefeller makes
up his mind and acts as we hope he will act, there needs to be an ad
hoc function to hold things together and to keep people from feeling
that their efforts are completely without direction.

Q. Will there be paid staff people in the headquarters?

A. There will be some paid staff people in the headquarters. There
will also be volunteer help.

Q. What funds will be used to, first, staff the headquarters and, sec-
ond, pay for it?

A. The headquarters will be funded through contributions of people
who are interested in this effort.

Q. Have contributions already been accepted?

A. No, we can't accept any contributions until we make the neces-
sary filing.

Q. Governor, was Governor Rockefeller made aware of this move in
advance?

A. No, Governor Rockefeller was not made aware of the move in
advance, but I think that he became almost instantly aware of it be-
cause it was discussed to some extent, not as part of the meeting that
took place Sunday, but in quiet groups among some of us who were
there.

Q. Do you know if he now approves?
A. I don't know. I think that you will have to ask him.
Q. Governor, what is holding up Governor Rockefeller's announce-
ment as a candidate?
