and that's why they're against it. It hurts them politically and it's
good but that doesn't seem to mean too much.

Q. Governor, if I can put it less politely, do you mean that Dale
Anderson, for example, is trying to save his political skin by opposing
the Constitution?

A. Of course that's what I mean.

(Presidential Primaries)

Q. Governor, how do you feel about presidential primaries for the
State of Maryland?

A. I don't have a strong feeling one way or the other. As I have in-
dicated on many occasions I am not a fan of presidential primaries,
and I think to some extent they do a disservice by creating an im-
pression that a great amount of power has been shown in favor of
one candidate or another without that power truly being in existence.
I think sometimes the great infusion of money, in a particular pri-
mary, might have a great deal more effect than it would in an elec-
tion so I don't have any strong feeling about primaries. I wouldn't
oppose the reinstatement of the Maryland primary, but I wouldn't go
out and campaign for it either.

(Pinball Machines)

Q. Governor, getting back to the pinball machines. Have the State
Police been investigating any behind-the-scenes operations regarding
the pinball machines? In other words, the distributors who are supply-
ing the machines? When Colonel Lally announced the raids (inter-
ruption)....

A. I can't answer you specifically, because I want to state again as I
did sometime ago, for the record, my instructions to Colonel Lally
about illegal gambling in the State of Maryland. When Colonel Lally
took office I told him at that time, and I've told him in several con-
versations that have been held at regular meetings we've had since
that time, that he has a broad mandate from me to do everything
necessary to stop illegal gambling in the State of Maryland. That's
a continuing instruction from me to Colonel Lally. He is not re-
quired under that mandate to come to me everytime he wishes to
move in a certain area.

Q. You know of no particular knowledge, then, whether or not
they are intending to go get the distributors if the distributors are
involved?
