and his next move was a natural one. As Chairman of the County
Planning Board, the fresh vision of HEP was to be more than good
ideas and intentions — it became applied reality. Thus, as Bob Tate
was guiding Tate Industries to an unprecedented peak of progress, he
was doing the same thing for his county and his community.

The same abundant energy and concern for individual fulfillment
which motivated Bob's civic interest is seen in Tate Industries' cor-
porate policy. A young enlightened management frames Tate In-
dustries' corporate image. The contribution and achievement of em-
ployees are recognized as essential. The widening of horizons for em-
ployees through training and the upgrading of skills is emphasized
and has resulted in the widening of horizons for the company.

Success has come as a result of intelligent planning and enlightened
policies — not as a selfish or single or self-interested goal. And the
success of Tate Industries has not been limited to benefiting the com-
pany alone — it has created more jobs and more income for Mary-
land's citizens; more revenue and renewal for Baltimore City and
Anne Arundel County; more capital investment in the State's econo-
my. In its progress and success and intensive in-state development,
Tate Industries has demonstrated exemplary corporate citizenship and
set a record which merits special State recognition.

Instead of the customary one official State flag that Maryland pre-
sents at a dedication like this, I would like to present four State flags
to Tate Industries — one for each of the four divisions — and also this
letter to Bob Tate formally acknowledging the contribution Tate
Industries has made to the State.

Bob, it is a genuine pleasure to be able to present these official ex-
pressions of gratitude to a personal friend. Directors, executives and
members of Tate Industries, I congratulate you on all you have ac-
complished to date and wish you continued success in the future.

RESPONSE TO DR. ELKINS' STATEMENT
REGARDING THE UNIVERSITY'S BUDGET

February 1, 1968

This press conference was called to announce the definitive pro-
gram for eliminating water pollution in this State. But before I get
into that I feel that I'd like to respond to a statement reportedly made
by Dr. Elkins this morning and I quote from the newspaper article.
