team that covers the party like an umbrella, not two men from the
same philosophic viewpoint.

Q. Do you think the Republicans will nominate Nelson Rockefeller?

A. I'm going to do everything I can possibly do to try to persuade
Mr. Rockefeller to become a candidate. I'm going to do everything I
can to convert him.

Q. Do you think he has to win Oregon? Do you think he has to get
into a primary?

A. Not absolutely necessarily. My viewpoint is that he would be
very much helped by entering the Oregon primary. But I'm just one
governor looking at my own situation, and I'm sure that there are
others in the national scene that would venture the same opinion.

Q. Governor McCall says he would win in Oregon.
A. I think there would be a good chance.

Q. The next question of course is the obvious one. What about
Richard Nixon?

A. I like Mr. Nixon. I've always liked him. I admire him. I think
he's a wonderfully articulate, intelligent, well-experienced man.
There's something that's not quite as warm and personal about, not
him as an individual, but about his image as far as the public is con-
cerned. It's possibly a question of timing. Once you've come so close
to the summit and failed it's difficult to recapture that impetus that
you should have. Well, maybe the same thing applies to Nelson Rocke-
feller. But I do think, as I talk to people of both parties, that Rocke-
feller has a certain charm and a charisma around him that makes him
the preferential candidate.

Q. Do you think Lyndon Johnson can be beaten?
A. Yes, I think he can be beaten. I think we'd make a mistake to
try to second guess him in the international situation. I think the
party has plenty of room to talk about situations, the domestic failures
of the war on poverty which I think are geared in reverse of what
they should be. They're attracting people to the cities. They're im-
pacting the cities, whereas they should be attempting to distribute
our impoverished people over a wider geographic and economic base
so we can reach the problem quicker.

Q. In the minute we have remaining, Governor, how would you ap-
praise overall the Johnson administration?

A. That's a hard question to ask a Republican. Let me say that as
far as I know he's done a good job in the international situation. I
