646 ADDRESSES AND STATE PAPERS

Under Federal regulations governing the use of highway funds, the
railroad would be required to share in up to 10 percent of the cost
of building separation structures to eliminate the grade crossings.

The Governor said he has requested the U. S. Department of Trans-
portation to provide a supplemental allocation in highway funds to
the State for the purpose of eliminating the grade crossings. The re-
quest was made in a letter today to Transportation Secretary Alan S.
Boyd.

Three of the crossings are in Harford County — on Osborne Road
near Aberdeen, at Michaelsville and on Bush River Neck Road.

Other crossings included in the proposed program are:

CECIL COUNTY — The Iron Hill Road, Elk Neck Road, Nottingham
Road and Charlestown Road grade crossings.

BALTIMORE COUNTY — The Ebenezer Road, Patapsco Avenue and
Knecht Road crossings.

ANNE ARUNDEL COUNTY — Stony Run Road and Conoways Road
crossings.

PRINCE GEORGE'S COUNTY — Jericho Park Road, Springfield Road,
Seabrook Road, Lanham Road and Glenn Dale Road (Maryland
193).

NEWS CONFERENCE

The Governor opened the news conference with the release of the
following statement:

MARYLAND'S HEALTH PROGRAM
An Appraisal and Plan for Action

Well-motivated but poorly coordinated attempts to solve the per-
plexing health problems of our society are failing. Let us frankly
admit that all levels of government and the myriad specialized groups
of the private health sector are responsible to varying degrees for the
crisis that is imminent. We must act quickly to avert it.

The hard truth is that we — the governments, the hospitals, the
doctors, the interested lay sponsors — have all been struggling in-
dependently with our health erector sets in our own back yards. Now,
we suddenly discover that none of us has enough pieces to build what
he wants and, sadly, that we cannot build cooperatively because our
pieces do not seem to fit together.
