4. Adult education and employment training must be accepted as
a continuous, integral part of public education. The neighbor-
hood school, community colleges and ETV pose great potential
in this area.

We will never eliminate poverty until we eliminate unem-
ployment and underemployment — and with increasing
emphasis on sophisticated skills continuous education is
essential.

III. Impaction, unemployment and poverty are the three major
problems of our cities — all are inextricably linked.

A. Satellite cities, a national welfare program and an intensified
educational effort are three major solutions.

B. Obviously, there are many related problems and almost as
many plausible solution as alternatives.

C. For Federal, state and local governments alike the most im-
mediate objective is action; setting priorities and selecting programs —
without further delay — and selling these new, expensive approaches
to the taxpaying public.

NEWS RELEASE AND STATEMENT ON
EXPANDED COLLEGE LOAN PROGRAM

January 11, 1968

Governor Agnew announced today plans for a greatly expanded
college loan program, which he said will enable many more Maryland
students to go to college than under the present limited but "totally
inadequate" system of scholarship grants.

The program to be outlined to the Maryland Legislature January
17th calls for a gradual phasing out of five present scholarship pro-
grams, but not those presently in effect for medical, dental and nursing
students.

Scholarship grants would continue for all persons now receiving
them, whatever the category of scholarship, but no new grants would
be made to freshmen in the five separate programs next fall.

The more than $1 million that would go into new scholarships next
fiscal year would be transferred to the State's presently insufficient
Higher Education Loan Program, Governor Agnew said, as an initial
step toward greatly expanding this program of aid to college students.

He estimated that by changing the program now, some $85 million
in aid can be provided over the next five years to college students at
