You have created a superb Constitution. It is one in which all Mary-
landers can take pride, an enduring document truly able to sustain
our State in this century and serve as our heritage for the next one
hundred years. I congratulate you and I salute you.

OUTLINE FOR REMARKS AT MILFORD WHITEHILL

LEADERSHIP SEMINAR, THE JOHNS HOPKINS

UNIVERSITY, BALTIMORE

January 10, 1968

I. Introductory Remarks

A. As a former Johns Hopkins student, it is an honor as well as a
pleasure to inaugurate the Milford Whitehill Leadership Seminars.

B. I understand this lecture series has been established by three
Baltimore families to honor through special recognition responsible
student leadership.

C. Certainly, at this moment in our history, responsible leadership
merits all the recognition, encouragement and reinforcement our
society can muster.

1. This is especially true of student leadership. For the image of
the American student has been much maligned.

2. You are publicized as a confused and misguided lot, who burn
draft cards, need hair cuts and squeal on the CIA.

3. You have gained notoriety for repudiating enduring values
while advocating free love, LSD and Flower Power.

4. According to the Fourth Estate, you show improper respect for
parents — which is never pardonable; and little outward affection
for Lyndon Johnson — which is only occasionally forgiveable.

5. Your heroes are Timothy Leary and Mao Tse Tung. You pay
much and pray little and rarely conceal your contempt for the
society carved out of the wilderness for you by your ancestors,
defended by your elders — a culture symbolized today by the
Beverly Hillbillies.

6. Even the right of student leaders to be students is under serious
attack.

Mario Savio — the most publicized student leader in decades —
wasn't a student, and the veritable leaders of student leaders
have been exposed as CIA agents with light beards.
