the kind of campaign that has a reasonable chance of success. I guess
I will hear from him very shortly.
Q. What was the result of the meeting of prominent businessmen
you organized to see if there could be some funds for Senator Bishop's
campaign?
A. I don't remember organizing any such group of prominent busi-
nessmen, Mr. Weiss.
Q. Was there such a meeting that you know of?
A. No.

Q. You have another Judgeship coming up, Governor, this one in
the Municipal Court. Have any of the Bar Associations given any
indication to you on how long it will be before they make their
recommendation?
A. No, I haven't heard from them about the Municipal Court judge-
ship, Mr. Fenton. I think probably I will very shortly.
(Description of Budget)
Q. Governor, some weeks back in discussing the budget you said
that it would not carry an economy label — to use your precise words.
Have you any reason to revise your general description of your budget
at this time?
A. Well, when you say an economy label, I said certainly that it
wouldn't be called an austerity budget. I regard an austerity budget
as a hold-the-line budget or one which cuts back in certain areas of
previous expenditures. This budget doesn't do that. The budget at-
tempts to be selective in deciding on the basis of priorities where a
greater effort will be made as opposed to other areas in which econo-
mies can be effected. I can't say that it's strictly an austerity budget.
I guess the word that you used is a broad term — an economy budget.
I guess every executive who puts together a budget would like to call
his budget an economy budget, and the only method of deciding
whether it is or it isn't is in the eyes of the impartial beholder —
represented by the news media or by the people affected, the broad
cross section of the electorate — to decide whether it is an economy
budget or not. So any characterization by the author of the budget
is probably a rather useless one anyhow.
