of State revenues such as took place last year, I think most people
realize, just isn't in the cards for the coming years. We proposed and
provided about $100 million additional revenue for the subdivisions
and I think this is a pretty substantial response to a dire need which
existed. I am always willing and anxious to sit down with the Mayor,
however, and investigate any way that we can possibly assist the City.
My door will be open to him. He's got a very difficult job ahead of
him and I'd like to see him make a success of it.

Q. Governor, the widening of the Beltway to a fourth lane — 70S
increased to three lanes — to spend f 150 million. Have you seen the
story in the Washington papers?

A, No, but Mr. Wolff, the Chairman-Director of the Roads Com-
mission, has made known some of these exploratory proposals from
the Bureau of Roads and negotiations are under way between the
State Roads Commission and the Federal Bureau of Roads. What's
going to come out of them and what we are going to decide is the
most advantageous tack for us to take, I am not fully briefed enough
to say; nor am I aware of the fact that those judgments have been
made by the Roads Commission itself yet.

Q. He announced them yesterday, Sir, at the State Roads Commis-
sion [interruption].

A. He announced them as definite? The extension in the lanes?

Q. Yes, but my question, Sir, is it seems to me that this is spending
$150 million for the sake of spending or the Federal government is
going to take the money back.

A. I am not fully enough briefed by Mr. Wolff on that action yet to
comment on it. I do know this: I am just tremendously grateful that
we have a person of the capability and dedication that Jerry Wolff
has put in this job of being Chairman-Director of the Roads Commis-
sion. His judgments are not made frivolously and as long as he is
producing the kind of results that he is, and is making the contact
with the subdivisions that he is, and is satisfying them and keeping
them informed, I am going to stick behind this judgment.

Q. Governor, there was brief talk at the Board of Estimates meeting
about revising or taking a look at the whole surtax distribution for-
mula. Do you want to comment on that?

A. When the Legislature adopted the various distribution formulae
it certainly let it be known that these were not crystalized forever and
I think we should continually reexamine these things to make sure
