576 ADDRESSES AND STATE PAPERS

A. Just about every major area of the budget is being cut and scru-
tinized and I am not prepared at this moment to release the details
of these because frankly we haven't arrived at firm decisions. We are
still talking with the various boards and agencies about the cuts we
have in mind before we even make them public. We expect that in
the coming weeks you will be made aware of these things.

Q. Governor, on another topic — the day before yesterday Baltimore
County Executive Dale Anderson said that when you were County
Executive and when Chief Lally was Police Commissioner you could
have cracked down on the pinballs but you did not because of a
political thing. Could you comment on that?

A. I'd like to make this statement: I certainly want to commend the
members of the Miles Gambling Study Commission and I want to
commend all the various State's Attorneys and local law enforcement
officials who cooperated to make this crackdown on illegal gambling
a great success throughout the State. I think that we did have an amaz-
ing amount of cooperation from the local officials, particularly the en-
forcement group. They've done an excellent job and I'm sure that
everyone agrees that we should move firmly and affirmatively within
our resources to cut out this illegal gambling.

Q. How about the allegations of politics?

A. The enforcement officials that I've mentioned are not restricted
to one party or the other and some of the areas where the raids took
place are in the bailiwick of one party and some in the bailiwick of
the other party. So I think the facts speak for themselves.

Q. Did you consider conducting these raids while you were County
Executive?

A. We couldn't have conducted the raids because we didn't have the
manpower for one thing; and, more importantly than that, the identi-
ties of the Baltimore County Police are well known to the people.
To do this kind of operation you must provide law enforcement
people who are not readily recognizable in the area where the raid
takes place.

Q. Governor, on another subject again, would you briefly describe for
the Washington viewers the compromise proposal that you put forth
for the legislative districts?

A. Yes, I had a delegation from the Constitution Convention visit
me this morning to urge that I reconsider single member districts.
