562 ADDRESSES AND STATE PAPERS

A. We've had a tremendous outpouring of public sympathy to the
position I advanced that we in government must take some action to
shore up respect for discipline and law and order in our school sys-
tems. I guess we've received well over 150 personal communications
in the first week following that announcement. I'm delighted that
Superintendent Sensenbaugh would like to see the State take a
larger hand in the management of the Baltimore City school system.
And I think if we're going to be expected to contribute increasingly
to the child from a worse than average environment, who needs a
better than average education, the State will have to have additional
control over the City school system and the City will have to relinquish
some of that autonomy so that we can be certain that the monies in
State aid, which come basically as you pointed out to a great extent
from jurisdictions outside the City, are properly supervised.

Q. How is the budget looking?

A. We're never happy with the way a budget looks until we get it
pared down into its final form, and as you know I'm concerned about
the health budget particularly. We're still working on this. You saw
what happened in California where Governor Reagan attempted to
curtail the in-patient number of days and was knocked down by the
courts out there. We're watching that situation with some interest,
and I've been talking with hospital administrators and people in
medicine to try to find out some way that we can legitimately make
some savings and still qualify for the additional Federal assistance
under the new health statutes.

Q. Governor, do you contemplate any legislation that will change the
status of the Baltimore City school system?

A. I'm going to have to discuss that with the Superintendent of
Schools and also with Mayor D'Alesandro and possibly the chairman
of the City School Board before I make any determination whether
we will offer such legislation. I'd like to see it done if it is done in a
way that's harmonious to all the interests concerned.

Q. Governor, you spoke of reading about Joe McCarthy the other
night. Do you have much time to read and what do you like to read?

A. I don't have the time I used to have to read except reports sent
to me from various commissions, committees, departments and agen-
cies of government. I like light reading. I like to read the news maga-
zines. I enjoy trying to keep abreast of certain financial opinion as
reflected in the Wall Street Journal. Sometimes the disclosures in
