oppose it if it were simply a matter of looking for new revenue. In
other words, what the corporation review committee is doing is not to
seek new revenues. The State would come out exactly even. Now, if
we went into the sales tax from the same attitude of adjusting the im-
pact on certain individual groups, I could be persuaded that this was
necessary and needed. But I don't want to see us move into the area
of new taxation to produce new revenue at this stage. I think we have
a growth instrument in the graduated income tax that should be able
to satisfy our needs for at least the next four or five years.

Q. Governor, has Mr. Eney thanked you for your qualified endorse-
ment?

A. No, I haven't talked to Mr. Eney about it, and I don't think he's
too pleased with it anyhow.

Q. Governor, do you have any Democrats in mind? Would you add
Francis X. Gallagher?

A. Fine man; Frank Gallagher is one of the finest and would make an
excellent governor too. There's no question about it.

Q. Any other Democrats for governor?

A. No, I hope you don't believe that my words of approbation of
these individuals are selfishly motivated to create a contest in the
opposition party, because they really weren't. I do respect, admire
and like the gentlemen you named, and I don't see any political ad-
vantage in my trying to downgrade them because they are of the op-
posite party.

Q. Do you think you'll feel that way in a few years to come?
A. Yes.

Q. Governor, getting back to the Constitutional Convention com-
promise for a minute, in view of the fact that your staff was constantly
checking on the debate over the Comptroller, were you especially dis-
appointed that the six Republicans voted against you?

A. No, I've never enjoyed the luxury of having all Republicans sup-
port what I do, and I guess I'd never get used to it. If it happens I'll
probably look around to see what went wrong. My staff was active in
trying to find out what was going on because we heard that there was a
great amount of consternation and there were even some rumors about
our placing pressure on certain individuals—which was so totally false
that it concerned me enough to have somebody check on them. I want
to make it utterly clear that at no time during this Convention have I
