around after that and by putting the Comptroller on the newly-consti-
tuted Board of Review, which is to replace the Board of Public Works
which is a policy-making board, by putting the Comptroller stripped
of his policy-making authority on a policy-making board they com-
mitted an inconsistency. And it doesn't seem to me that if he's going
to be a policy-making official, he should be strictly a ministerial person
who disperses money according to statute, or conversely, if that's what
he's going to be he doesn't belong on a policy board.

Q. Will you make any effort to have that changed?

A. I don't think that there's much to be done in that area at this
time because the Convention apparently has made its compromise, and
I think that the compromise was made in total good faith by all con-
cerned in an effort to avoid a debilitating fight that might affect the
possibility of the instrument passing. But as a person on the periphery,
I think I can criticize constructively by saying that it didn't make a
great deal of sense to me to get involved with this point at this time
in an instrument that shouldn't even have to worry about individual
personalities.

Q. What you're saying now is, if this stands it will be a policy-making
position?

A. I'm saying he'll be half and half. He'll be in a policy-making
position as far as the Board of Public Works is concerned, but he won't
have any policy-making authority in the exercise of his duties as Comp-
troller. Now, I don't know which he is at that rate.

Q. Why did the Convention make that decision? Was it a politically
motivated decision?

A. Well, obviously, it had to be affected by political pressures, because

I don't think there's a man on that floor that would tell you that, if

personalities weren't involved, there would have been any discussion

about the Comptroller's job as a constitutional office over and above

the need to clean up the proliferation of this type of office.

Q. Governor, do you think your remarks of last night were nonparti-

san?

A. My remarks?

Q. Yes sir.

A. Entirely.

Q. Governor, most of the budgets are in now and they seem to be

running about 50 percent over last year's appropriation. Does that

fail to relate with Mr. Goldstein's report?
