but a herald of expansion to come. Current student exchange pro-
grams with Baltimore's private colleges will be improved by the free
flow of students and faculties within Maryland's State Colleges. Natu-
rally, it would be my personal and official hope that Morgan would
continue to emphasize those programs which have contributed not
only to its institutional stature but to the improvement of the metro-
politan Baltimore community as a whole. The Urban Studies In-
stitute and the Institute for Political Education have earned national
respect. They should not only be continued but capitalized upon, for
these programs have produced significant achievement both in terms
of scholarship and solutions to pressing contemporary problems.

Tonight, I bring you greetings on behalf of the State and commen-
dations on a Centennial well worth celebrating. "Progress through
purpose" has been the theme of this Centennial. As we look toward
Morgan's next one hundred years, let us draw upon past dedication
for inspiration, present challenges for stimulation and Morgan's tra-
dition of excellence in education for a constant guide. As we welcome
Morgan's total entry into Maryland's State College family, let us also
welcome the expanded opportunity and fresh horizons it brings. As
we celebrate Morgan's Centennial, let us also celebrate this century
of absolute progress. As we meet tonight, let us also meet the chal-
lenges, the prospects and the promise of the next one hundred years.
For if there is cause for celebration in the present, we may be certain
that there is even greater progress to be gained and even greater pur-
pose to be served in the future.

STATEMENT ON CONSTITUTIONAL CONVENTION
ABOUT OFFICES IN THE EXECUTIVE BRANCH

November 29, 1967

This Constitutional Convention has earned the respect and ad-
miration of students of government all over this nation. It is indeed
unfortunate that its recent deliberations have been more involved
with present day politics and personalities than in the drafting of a
sound, workable document of government for future generations.

This is of grave concern to me, and I am sure it will be to many
citizens of Maryland. We are witnessing an effort to protect the jobs
of elected office holders at the expense of establishing an effective
executive branch of government that can cope with the multiplicity
