Q. Governor, the Baltimore School Board found no basis for these
charges. Do you feel that they were lax in their duties?
A. No, I don't think they were lax in their duties, and I am not
sure that they really indicated in their report that they found the
charges, as such, baseless. I think what they said was they found no
conduct that would support any type of criminal action. I think the
school authorities are just as concerned as I about this general break-
down in discipline, and I am certain that they will cooperate.
Q. Governor, how widespread is this breakdown of discipline?
A. Well, I'm sure it's a widespread thing. The reports that I have
indicate that it's just all over the State. It's not restricted to any one
area. It's not restricted to urban centers. It's all over.
Q. Where are the reports coming from, Governor, the school authori-
ties and the parents?
A. The reports that I get are informally rendered, people don't
specifically seek me out to give me the information. The reports come
from people with whom I talk in the course of a day, at social func-
tions in the evening, or wherever I may be. It seems that it's unusual
that at least a couple of times a week I don't have someone voicing
a concern over this general breakdown in discipline.
For consultation and planning I have asked State school officials and
officers concerned with problems of delinquency in law enforcement
to meet with Mr. McCabe, my program executive in the areas of cor-
rection and delinquency crime generally, so that they may be briefed
on what information we have — which, incidentally, I want to make
completely clear is very sketchy in general at this point — and so that
they can recommend some courses of action that may be taken.
Q. Governor, you met yesterday with Ronald Reagan from Cali-
fornia, and may have had discussions which had to do with the Balti-
more City investigation. Would you care to comment on the scope
of your discussions and what developed?
A. I can't, as I indicated, without prejudicing the investigation; I
can't talk about it. The only thing I can indicate is that I'm satisfied
with the cooperative efforts of the Federal, State and local officials
presently involved in the investigation.
Q. Governor, in College Park today the University of Maryland stu-
dents announced an effort on campus in an attempt to get a greater
student voice in various university policies. What's your philosophy
on student involvement in campus rule making?
