As Governor of Maryland, I send my congratulations to all of you
on this anniversary.

As a private citizen, as well as Governor, I thank all of you for
carrying on the great endeavor.

LETTER ON EMPLOYMENT OF HANDICAPPED

TO DIVISION OF VOCATIONAL REHABILITATION,

STATE DEPARTMENT OF EDUCATION

February 17, 1967

As Governor of Maryland I welcome the opportunity that is ours
to improve services to the handicapped men and women of the State.
A portion of this effort is already being accomplished through the
citizens serving on the Governor's Committee to Promote Employment
of the Handicapped, and these efforts should be encouraged and in-
tensified.

We have all seen the capable and effective work that can be per-
formed by trained handicapped workers in both government and
private industry. These people and others like them have demon-
strated that they deserve an opportunity to become independent, self-
supporting members of the society in which they live. Also, as pro-
ductive workers they strengthen the labor force and thus improve the
economy of our State.

From any point of view, employing the handicapped makes good
sense. Therefore, just as I intend to encourage the employment of
qualified handicapped workers in State government, I urge all em-
ployers of Maryland to make a special effort to give employment to
these persons.
