These are but the highlights of our achievements and our aspira-
tions, a stimulating record for the present and a prod to greater action
and initiative in the future. We are moving Maryland forward re-
sponsibly, solvently and imaginatively.
This, fellow Kiwanians, in part explains and excuses my absence
from meetings, my life confined to State Circle. While I recognize and
regret the limits upon my private life, there is compensation in per-
sonal pride for I have shared in the making of unprecedented progress
in Maryland. Each of you dedicates a portion of your private life to
serve your community, thus assuring more opportunities and greater
fulfillment for others. I stand committed to continue this principle—to
realize the ideals we share—to build greater opportunities for the se-
curity and fulfillment of our almost four million citizens through posi-
tive service to our State.
MESSAGE TO EXPORT EXPANSION SEMINAR, BALTIMORE

Mr. Kronau has graciously consented to convey my greetings and
message of welcome to you today. While I regret that I am unable to
join you, my absence is most appropriate to the theme of this meeting.
At this moment I am at some point on the Atlantic Ocean, as a mem-
ber of the National Governors' Conference which has been exported
itself this year.
My assignment for today was to extend the official welcome, yet as
I see it, three welcomes are in order.
First, a welcome to the many representatives of Maryland's com-
mercial and industrial firms who have come to listen, to learn and
hopefully to profit from their hours invested in this meeting.
Second, a welcome to the export expansion seminar concept itself.
It is an exciting positive step to stimulate foreign trade, and hopefully
this conference shall serve as the catalyst to create greater profit for
Maryland's industries and progress for Maryland's ports.
The cooperation of the Maryland Port Authority, the Maryland
Regional Export Expansion Council, and the U. S. Chamber of Com-
