Q. Well, would you tell the committee, in effect, that they have to
tread cautiously because of these potential problems?
A. Tread cautiously?
Q. Yes.
A. No, I certainly wouldn't tell them that. I've said in my speeches
to the Convention that I think they've got to look at the tremendous
importance of what they are doing and they've got to follow the
dictates of their consciences and set their sights high. This doesn't go
along with treading cautiously. But they can be intelligently politic
in how they present their views.
Q. Well, would you say that after the Constitution has been modern-
ized the Convention has to be responsible for the way it handled the
status quo?
A. Yes, there are certain ways that you do things that create an abso-
lute outburst of rage. In other ways you can do the same thing and be
persuasive and nice about how you handle it. It's a political matter
of how you project what you're trying to do. But the overall impact
should be to make a good document.
Q. Governor, who was trying to defeat any changes?
A. Well, I don't think that I would care to run through the enumera-
tion of delegates. All you have to do is read in the newspaper to find
out who proposed the status quo. I don't want to comment on that.
Q. Governor, you explained there is no request for abolishment of
the death penalty in the Constitution. Are you considering it?
A. No, I don't think it belongs there, because we already have a pro-
hibition against cruel and unusual punishment. Now what is cruel and
unusual punishment could change from generation to generation, and
has changed as a matter of fact. So I think it should be left flexible
for legislative determination of how the people feel about punishment
at that particular age.

It is a real pleasure to be with you this evening to meet so many of
my new neighbors and fellow Kiwanians. I understand that this
gathering of the Fourteenth Division is an annual occasion, and that
this particular evening is dedicated to the memory of Mr. Walter L.
