of their limitations but confident in their principles, they forged a
free and flexible Federal System and gave birth to an enduring govern-
ment — a government so good and great that its characterization by
Thomas Jefferson almost two centuries ago is applicable today: "With
all the imperfections of our present government, it is without com-
parison the best existing, or that ever did exist. "

ADDRESS AT ARTHUR W. SHERWOOD TESTIMONIAL
DINNER, BALTIMORE

September 30, 1967

Tonight we have assembled to acclaim and do honor to Arthur
Sherwood and the extent and enthusiasm of this group does tribute
to our candidate for Mayor of Baltimore City. Arthur, no doubt is
deeply touched that we would be here but — to paraphrase our late
President — not half as deeply touched as we were to get here!

At this time a year ago — and I remember it vividly — I too was a
candidate, with right hand swollen, smile frozen, and nerves frayed.
Thus, I offer empathy as well as endorsement and commiseration as
well as compliments to Arthur Sherwood.

It takes real courage to be a candidate — especially a Republican
one. For Maryland Republicans are like America's frontiersmen con-
stantly struggling against great odds and greater numbers. Yet we have
learned to compensate by offering quality to counter quantity, in-
tegrity and vision to balance might; and we have proof that with
virtue on our side, we can prevaill

Maryland may have a better than three to one Democratic registra-
tion but in our most populous areas — in Baltimore City and in Anne
Arundel County, in Montgomery County and in the State House —
Republicans are in power. The people of Maryland are not deluded
lambs to be blindly led; they want the best, not the biggest; their
vote is motivated by principle not party.

Baltimore City has come far under progressive Republican leader-
ship. We have seen a decaying commercial center razed and re-
generated; decaying housing replaced, renewed and restored. We have
seen racial violence engulf seventy-six American cities, but not Balti-
more. Much of this may be credited directly to the personal energy
