432 ADDRESSES AND STATE PAPERS

because I recognize it's been a repeated question. There just have been
so many other immediates that I haven't really had a chance to sit
down and carefully go over those reports.

Q. Governor, there's been some trouble in getting the copies of the
convention proceedings around the newsroom. Did Mr. Eney ask you
for any help for staff on that?

A. No, Mr. Eney has not asked me for any help. He's been extremely
cooperative as far as making available to me any information that I
needed. Perhaps I ought to say this, that he has requested and received
from me the part-time services of Dr. Spencer, but I think that's gen-
erally known. Aside from that, he's asked me for no help.
Q. Governor, there's also been some talk at the Constitutional Con-
vention that there will be a move to take the executive budget out

Of the hands of the Governor's office an move it to the Legislature.

Would you comment on that?

A. I haven't even heard of that. But the question of the budget will

be covered in my testimony tomorrow, and if I may I would prefer

to defer comment on it.

Q. Governor, there has been a considerable flap in Prince George's

County over the decision of the court and of the State's Attorney to

prosecute unwed mothers under certain circumstances for the neglect

of children. What is your observation of that as a policy for the State?

A. Well, I have to be extremely careful about how I would comment

on that, because it's still before the court. I think it's on appeal. I do

think, however, that I can say that in principle there is some danger

inherent in such a procedure and after the court case has run its

route, I will have something further to say on it.

Q. Governor, is the Chief of Police in Cambridge fully aware that

the State Police will be there and ready to take charge?

A. The Chief of Police has joined in the request for the State Police

to assume jurisdiction.

REMARKS TO LUNCHEON MEETING OF REPUBLICAN
CONGRESSIONAL AIDES ("THE BULL ELEPHANTS"),

U. S. CAPITOL
September 28, 1967

I appreciate your having me — a noncandidate for President of the
United States — for lunch, counsel, and abuse.

My claim to be a noncandidate of course parallels the assertions of
Richard Nixon, George Romney, Nelson Rockefeller, Ronald Reagan
