Q. Governor, will there be an administration bill in the next Legis-
lature for coordination of community colleges through a State board
separate from the State Board of Education?

A. There's a possibility that the administration position may develop
to favor an independent community college effort, only if it's on the
State and local level, together. I took the position last year that there
was no need for an independent board at the State level if the local
levels were still administered by local boards of education. In other
words, if there's to be a separation of the community college effort,
under the administration's position it should be a total one, not a
partial one.

Q. Does this mean separation from county boards and city boards
of education?

A. Yes, that is correct.

Q. The Governor of Virginia has signed extradition on Rap Brown.
What do you know of it?

A. I have no knowledge of it. The Attorney General didn't give me
any information to that effect this morning.

Q. [Question inaudible in transcription. Answer refers to a newly
cultivated mustache worn by the news reporter. ]

A. I'm just wondering. You took me back a little bit, Mr. Weiss. I
don't know whether the recent crop of foliage will indicate to this
administration that your journalistic efforts will be less cheeky than
before or whether the results may be even more hairy.

Q. My question is about Mr. Valle.

A. Mr. Valle? I'm not going to make any determination of the Valle
matter for a few days.

Q. That is until after the election, Governor Agnew?

A. The election is today, yes.

Q. Are you considering asking for Mr. Valle's resignation?

A. I have no comment on the Valle matter, today.

Q. Governor, during your campaign, part of your platform was to
create an overall department of transportation to integrate rapid rail
systems with highways, etc. Have you taken any steps and what prog-
ress has been made in that direction?
