POLITICAL PLANS FOR 1970 381

This weekend the Annapolis Chamber of Commerce has again pre-
pared an engaging schedule of activities to stimulate the mind and
clam delicacies to tempt the palate — a combination which has in the
past won this celebration national recognition as one of America's
twenty top festivals.

As you linger to enjoy the exhibits, I am sure you will share my
appreciation of the imaginative efforts in behalf of this festival put
forth by our State Departments of Chesapeake Bay Affairs, Forests
and Parks, Game and Inland Fish, Water Resources and Economic
Development.

many food editors from Maryland and other states who have been
invited to the Clam Festival as guests of the Department of Chesapeake
Bay Affairs. I know that Mr. Gordon Hallock, of the Department's
Seafood Market Development Division, has planned a vigorous culin-

sampled the full spectrum of our Bay's bounty served with Maryland's
most treasured ingredient — Tidewater hospitality.

With this in mind, I open the festival with a warm welcome to all
and high hopes for the most festive of clam festivals ever!

Any speculation about my political future, after seven months of a
four-year term, is at best premature. I don't know myself how I will
feel in 1970 toward a second term or how voters may regard the per-
formance of my administration. That is a judgment for the future.

It is true with most people who set their sights high that there are
disappointments at not being able to achieve some particular goal
immediately. I have had a few such disappointments and I'm sure I
