Q. Governor, what about the houses that were destroyed in the fire
in Cambridge? Is the State doing anything to replace them?

A. Yes, the State is looking into rendering maximum possible as-
sistance to the citizens of Cambridge who have been deprived of their
homes and their chattels by reason of the destruction that took place
there. But again, I want to say this, I want to emphasize this, that
I'm interested in moving even more quickly and more affirmatively
in the City of Baltimore to be sure that the necessary programs are
evolved to show the kind of progress that commends the restraint of
the Negro citizens there. We're thinking about — and I had confer-
ences this morning with some clergymen and representatives of our
Interracial Commission — we're thinking about the possibility of
some WPA type activity to provide gainful employment in the City
area immediately. We're thinking about dialogues between people who
are opinion leaders within the Negro community and within the white
community. I think one of the most effective things I've ever seen was
when the Glen Oak riots occurred, Father Connelly, Rabbi Lieberman
and some other clergymen got on the television and discussed in a
very free interchange the reasons for the racial unrest, discussions of
the civil rights involved. This was very effective. I think we should
begin to do this on a regular basis.

Q. Was this conference this morning an aftermath of the meeting of
the Interracial Commission?

A. Yes.

Q. Does your discussion with Mayor McKeldin subsequent to this
fit in with the morning conference?

A. I'm almost certain it will fit in with the morning conference.

Q. Governor Agnew, is there any plan for rotation of National
Guard troops in Cambridge?

A. That will be up to General Gelston. I'm sure there will have to
be relief of those troops. But I have no intention of suggesting that
they be removed until the citizens of the city are assured that law and
order will be maintained and preserved there.

Q. Is there any emergency plan for a similar happening in Baltimore
at this time?

A. We're not looking for or expecting trouble in Baltimore. How-
ever, we'd be remiss in our duties if we weren't prepared to cope with
