340 ADDRESSES AND STATE PAPERS

Q. Are they from industry?

A. No, they are not from industry, they are from people who run
the gamut in public life and private life. There are some people from
the Federal banking system and people from the State banking system,
just ordinary individuals who have the public confidence. We've just
gotten a lot of accolades for Mr. Housley. He has my total confidence.
I assured myself of his capability in a detailed interview, and I reap-
pointed him. I think he will continue to do a good job.

Q. On the relationship to the latter, Governor, if I can just ask one
more question, did it appear to you to be a campaign to keep him in
office?

A. I've never appointed anybody that I didn't have to campaign to
keep him in office or campaign to put him in office. Yes, sure I think
there was a campaign for Mr. Housley. I think any public official in
a key appointive position who wants to retain that position, mounts
a campaign in his own behalf. I've never seen it fail.

Q. Governor, the House chamber was very hot the other day and
some people were told that it would be proposed at the next Board
of Public Works meeting that it would be air conditioned before
September. Can that be done?

A. I don't know whether it can be done or not, but I'm one of those
people who isn't very comfortable in hot weather. I'm for any air
conditioning we can get. Last night on the "Maryland Lady" was
not the most comfortable night I've ever been in touch with. Although
there is some air conditioning on it, the accompanying noise prohibits
sleep. So you have a choice, either you sleep or you're cool. I prefer to
sleep.

Q. Governor, there have been some incidents in the Negro section
of Cambridge and the States' Rights Party has scheduled a rally this
week. Yesterday, Dr. Ware, your adviser in this area, was questioned
about this matter and he didn't comment. I wonder if you have any
comment?

A. Well, the only comment that I would make is that I'm greatly en-
couraged about the Cambridge situation, that what could have be-
come a volatile situation has now quieted because of the efforts of the
Federal authorities and our people to do what's possible to redress
what some of the people there consider as grievances. I didn't think
they were grievances, but I think there were steps that we took that
made the Negro community a lot more comfortable. I don't think
