A. No, I haven't met with the governor of New Jersey, but Mr.
Wolff has been in touch with their roads chief and discussed this
matter in some brevity with him. It's in the idea stage. It hasn't been
very long ago. I'm not sure of the exact time.
Q. Do you have any cost estimates yet on this road?
A. No, it's strictly in the dreaming stage at the present time.
Q. Do you have anything included in your agreement with Mr. Wolff
on the possibility of putting tolls on the new Interstate 70S express-
way?
A. Let me speak about 1-70 for a minute. We all know that that
road became obsolete almost immediately upon its completion. And
it became obsolete because no one could predict the influx of large
industry in the 1-70 corridor. We went to the Federal government and
asked for a corridor study. They are interested in doing a very broad
corridor study to include a lot more than the 1-70 corridor. This will
take a long time and we can't wait for that, so we have gone ahead
with preparations for a restricted study to cover 1-70 alone so that
we can have some relief possible for the clogging of those interchanges.
This question of 1-70 could be relieved by toll facilities. I think it is
something we're considering, a parallel toll facility. We haven't made
any decisions on it yet. I don't even think the Roads Commission has
defined its position.
Q. Governor, the ministerial representatives were in to see you
yesterday afternoon and earlier said they had some complaints of
lack of job opportunities and also lack of communication with your
office?
A. Yes, the ministers that came to see me I haven't been in as fre-
quent touch with as I would like to have been. They had a few com-
plaints, mainly based on misunderstandings. One of the complaints
came out of a press conference such as this when I had indicated, upon
being advised that Governor Wallace was coming to Maryland, that
he was welcome to come here. I simply meant that Governor Wallace
was welcome in the sense that any United States citizen who conducts
himself peacefully is entitled to go anywhere and say anything he
wants. That's what free speech is about. I went on to say that I
would like to go into Alabama and campaign for the very things
Governor Wallace was against. This doesn't prevent his coming here.
I explained this to the ministers. They got the impression that I was
urging Governor Wallace to come to Maryland. Nothing could be
