334 ADDRESSES AND STATE PAPERS

A. Yes, you know I have been a great admirer of Mr. Eney for a
long time. I think the convention is in the hands of an extremely
capable and dedicated person. I also believe that Mr. Eney has no
political connections that might impair his effective functioning as
chairman. But the major consideration which seems to be generally
recognized, even among those who supported other candidates and
certainly we had two other fine candidates, is that Mr. Eney has spent
the time in familiarizing himself with the basic instrument and is
probably one of the best constitutional lawyers in the State of Mary-
land.

Q. Governor, the State Auditor recently audited the welfare funds.
He indicated that some of their records were quite a bit out of date,
especially in what most people consider more important areas, assis-
tance, for instance. Are you planning on doing anything about that?

A. Yes, I am. I spoke with the State Auditor yesterday in Baltimore.
And, first of all, I wanted him to know that he had my complete ap-
proval for delving into, at whatever depth he considered necessary,
any existing procedures. I certainly want to see all practices in the
state conform with the recommended established auditing procedures,
and I want Mr. Wiedey to work in that regard. It may be a little em-
barrassing here and there if we find ourselves not in compliance, but
we've just got to get ourselves straightened out.

Q. When do you plan to meet with the Liquor Board, Governor?

A. I talked with Mr. Cyrus Horine, the chairman of the Baltimore
County Liquor Board, yesterday. I tried to meet with them yesterday
but unfortunately it couldn't be arranged because one member was
out of town. We have no date established, but I hope that it will be
within the next three or four days.

Q. Governor, getting back to what was asked at the beginning, what
specifically are you going to ask the Welfare Department?

A, I haven't talked with the Welfare Department or any member
of that department, and I have simply asked Mr. Wiedey to give me
a succinct report of his recommendations of what should be done to
overcome the deficiencies he's found there. When I get that report,
then I'll be in touch with the Welfare Department, probably through
Dr. Ware, the program executive assigned to that department.

Q. Governor, you asked Mr. Horine to crack down on the county
taverns on these pinball machines. Would you ask the same thing of
Mr. Shay in Baltimore City?
