as your personal representative or liaison with the Task Force. It is
important that this person be fully experienced and informed on every
facet of your unit's administrative responsibilities and programs. It
is equally essential that you have complete confidence in your repre-
sentative's judgment, for accurate evaluation of your department's
efficiency and effectiveness will be an integral part of the Task Force
study.

Although Mr. Lauber will elaborate upon the details of the project,
I will briefly cover the pertinent stages. The first has been the develop-
ment of a sensitive questionnaire which will be cleared by the program
executives and sent to each of you during the second week in July.
Response to this questionnaire should be assembled by your represen-
tative and your signature upon the completed copy will indicate your
verification and approval of the contents.

A team composed of the program executive and budget analyst re-
sponsible for your department will evaluate the questionnaire and re-
port their analysis to the Task Force. Subsequently, you will be re-
quested to attend a conference with Mr. Lauber and Mr. Slicher to
discuss any questions or problems which have been raised by the initial
critique. As a result of these conferences, recommendations on neces-
sary reorganization will be developed for my approval.

It is my hope that the 1969 budget will reflect the changes both in
organization and program which have resulted from the Task Force
study. Therefore, it will be essential to complete this comprehensive
and intensive evaluation by the first week in December.

Finally, may I again express my complete faith that the efforts of
the Task Force will not only benefit the total State administration, but
every agency, department, board or commission individually; that it
will stimulate not only the external modernization of the State admin-
istration, but the internal development of improved efficiency, economy
and effectiveness within each unit of the executive branch.

June 30, 1967

Governor Agnew announced today the appointment of a new State
unit to replace the Commission on Crime and Delinquency, which he
has abolished.
